Is this considered abuse?

If your neighbor was on drugs like smoking crack and taking pills, and had a 14 year old child living in the home, is this considered as child abuse. I feel like I should say something especially since her son is more at my house than hers. Whenever there is drama he always seems to be sent to my house, like she kicked him out a couple weeks ago and he came and stayed with me, then her boyfriend died suddenly and he stayed with me a couple days, now she was baker acted for threating to kill herself and again he is with me. I dont mind helping him, but I have three children of my own that I am raising as a single parent and can not raise another child. I dont understand why the police have not contacted DCF yet, instead everyone says oh, he can stay with the neighbor. I really feel bad for him, but dont know what to do anymore. Should I report this myself as abuse to DCF? The examples I gave are just the recent events there has been other instances over the past couple years.
