Can i have the rights taken away from the father of my child?

Where to begin. Me and my recent ex just split and we have a 11 month old baby and another one on the way. well things got really bad and i moved out. I had a sitter the other night to be a DD to help out some friends so they got home safe. We ended up and my ex's house that i moved out of and they had a huge party going on. and they have had parties there every night since me and our baby moved out and he is sleeping with a neighbor of his who is a big drug addict and even has a known STD but he sleeps with her out of drunk impulse. I know they were doing drugs (acid, coke, exstacy,and marijuana that i saw and heard) and there was underage drinking. Of course there was never anything going on like that when i lived there I made sure of it. he even kicked us out even with me pregnant. we have a DCF case open on us but I moved anyways and i was wondering if i told the DCF or a judge about what was going on can i get his rights taken away for whats going on so that he cant have contact with him? would that be the right thing to do?
