What do i have to do to get my sister/best friend out of dcf and what steps and process?

my sister/best friend has been in dcf since 4 years old and was adopted at 8 years old and im wondering if i can get her out of the dcf system and have her live with me if so what steps and proccess and documents if need do i have to do (dcf: department of children and familes)
