Ok i have a friend that is in a tough spot?

can a father legally take his kids away from their mother they (werent married) and the kids are around someone they shouldnt be around and dcf has told the mother this. Can he take his kids and not give them back he doesnt want to call dcf because he doesnt want them going into the state please help
