Harrassed by crazy neighbor?

My husband, myself and our two young children who are 3 and 1 1/2 moved into our apartment 4 months ago and ever since our first night our neighbor has been harassing us. Whether we were vacuuming past 9pm or walking into our kitchen she would start banging on the wall. She even called the cops cause we had 4 people over on my husbands birthday and the cops laughed and said it was ridiculous. But for the sake of living in peace I walked on egg shells and web out of my way to be friendly. She has taken it too far now because she called dcf on me making claims I am an unfit mother which is false and I don't now what to do I feel unsafe in my own home and moving isn't an option what should I do?
