Can dcf take kids on a verbal order from judge?

Can DCF only be the one to hear a verbal order from a judge to take kids away? The police did not see or hear anything and they took kids, They seemed worried that they DCF worker wouldn't be able to produce the verbal order. They told her that they better see it tomorrow.
