Can dcf get my boyfriend for child support without my permission?

A lady at dcf was gettin on to me for not filing for child support from my boyfriend. I will get more help from him just by asking than I would if I took him for child support even if we werent together. I told her me and him are still together and as soon as my house is done we are moving in together. He helps me get everything I need for her and helps me take care of her just like he should. I just want to make sure dcf cant get him for child support without my permission?
